is it legal to send someone home from work without pay for refusing the H1N1 vaccine?

A friend of mine is being told that she will not be allowed to work and will not get payed if she refuses the H1N1 vaccine. There is a posssibity that someone she works with may have been exposed. My friend is not in a high risk group.
in answers to the questions; no, she does not work in health care, and she has not been exposed. It was a co-worker who was exposed and has not been in to work since.
